The latest teacher shortage list did include K-12 Counselor. It looks like gifted educators also qualify. However, you have to be actively working under that designation. The Iowa Department of Education determines the shortage areas list. The most recent one is attached.

The College Student Aid Commission is the agency in charge of administering the Teacher Shortage Loan Forgiveness Program. They have more info on their website:
